Conlon Construction delivered a major expansion of Highfurlong School in Blackpool, creating a new purpose-built facility that enhances learning, independence and life opportunities for pupils with special educational needs and disabilities.

Designed to integrate seamlessly with the existing school, the development provides modern teaching, social and vocational spaces that support pupils at every stage of their educational journey.

The Challenge

The project required the creation of specialist accommodation capable of supporting pupils with a wide range of educational and accessibility needs while maintaining a cohesive connection with the existing school campus.

The new building needed to provide dedicated facilities for secondary, post-16 and post-19 learners, creating spaces that support both academic achievement and preparation for life beyond education.

Conlon delivered a new two-storey standalone building connected to the existing school via a fully accessible link bridge, comprising:

The Outcome

The completed facility has significantly enhanced Highfurlong School’s ability to support learners with complex and diverse needs, providing modern, purpose-built environments that help pupils thrive both academically and personally.

A standout feature of the project is the community café, which gives post-19 students valuable opportunities to develop employability, communication and life skills within a real working environment.

By expanding the school’s capacity and broadening its educational offer, the project has created lasting benefits for pupils, families and the wider community, ensuring Highfurlong School remains a leading specialist education provider for years to come.

Our Social Value Impact

• 82% local employment, with the majority of the project workforce sourced from within 30 miles. 
• 74 apprenticeship weeks delivered, supporting skills development through the project. 
• A £5,000 community fund established and match-funded by Blackpool Council to support local residents and community groups affected by fuel poverty. 
• Supported ex-offenders through the Chance 2 Shine initiative, helping participants develop skills and successfully re-enter employment. 
• Enhanced the school’s Forest School curriculum through the donation of a garden shed, outdoor furniture and planters. 
• On-site occupational health assessments and health screening delivered for staff and operatives, supporting workforce wellbeing and proactive health management.
