Creating a modern workplace at the heart of Lancashire County Council
Client: Lancashire County Council
Conlon Construction delivered the extensive refurbishment of County Hall & Christ Church Precinct in Preston, transforming ageing office accommodation into a modern, flexible and efficient workplace designed to support the evolving needs of Lancashire County Council.
Delivered within a live operational environment, the project modernised key areas of the estate while ensuring business continuity for staff and the essential public services delivered from the site.
The Challenge
The existing accommodation required significant modernisation to support contemporary working practices, improve building performance and create more efficient use of space.
The project also needed to be delivered within an occupied council facility, requiring careful planning, phased delivery and close stakeholder coordination to minimise disruption to day-to-day operations.
Our Solution
Conlon delivered a comprehensive programme of refurbishment and infrastructure upgrades, including:
- Demolition of existing non-structural partitions
- Reconfiguration of internal layouts
- Installation of new partition systems
- Refurbishment of office and working environments
- New suspended ceilings and floor finishes
- Full internal redecoration
- Complete mechanical and electrical replacement programme
- Building-wide electrical rewiring
- New data and communications infrastructure
- Heating and ventilation upgrades
- Partial window replacement works
- Improvements to energy efficiency and occupant comfort
The programme was carefully phased to allow council operations to continue throughout construction, ensuring minimal disruption for staff and building users.
The Outcome
The completed refurbishment has created a modern, high-performing workplace that better supports collaboration, efficiency and flexible working across Lancashire County Council.
By upgrading both the physical environment and critical building infrastructure, the project has enhanced operational performance while extending the lifespan of a key public sector asset.
The scheme demonstrates Conlon’s expertise in delivering complex refurbishment projects within live operational environments, balancing stakeholder needs, programme management and quality delivery to create lasting value for clients and building users alike.
Conlon Construction bring a positive attitude to all of the projects they are involved in, an attitude which is demonstrated by all their staff, both pre and during construction, and I would be more than happy to recommend them to any potential clients.
